Illegal drugs in the Czech Republic: regulation or prohibition?
Chalupník, Alexej ; Čihák, Jakub (advisor) ; Dupáková, Lenka (referee)
1 Illegal drugs in the Czech Republic: regulation or prohibition? Abstract As part of the noble effort to eliminate drugs as a global phenomenon that has accompanied mankind almost since time immemorial, prohibition is clearly the most dominant policy applied worldwide. However, given that rigidly restrictive legislation does not lead to the desired results, which are, in particular, the reduction of drug trafficking and the reduction of global consumption, this simple reasoning would lead one to conclude that it is a failed approach. However, success can be perceived in very relative terms and must always be compared with an alternative, and it is only when they are compared that a true evaluative statement of success can be made. Prohibition fails, but is there a better alternative? Drug prohibition and its enforcement imposes significant costs on society as a whole, while it itself completely eliminates some potential sources of public revenue that could offset these and other costs. The aim of this thesis was to provide guidance as to whether, in the context of the Czech Republic, it might be more appropriate to legalise some selected illicit drugs in the context of the high costs of prohibition, specifically focusing on cannabis, ecstasy, LSD, methamphetamine, cocaine and heroin. Using publicly...
Criteria for prohibition or suspension of political party's activity and their fulfillment by the Communist Party of Bohemia and Moravia
Sedlář, Jiří ; Hájek, Lukáš (advisor) ; Charvát, Jan (referee)
The topic of banning or suspending the activities of the Communist Party of Bohemia and Moravia (KSČM) has long resonated in Czech society. The aim of the thesis is to answer, on the basis of summarized criteria and expert opinions, whether the KSČM did not meet the conditions for its prohibition or suspension of its activities in a certain period of its existence (1989-2012). The text is theoretically based on the concept of defensive democracy, the foundations of which are brought closer to the reader both in general terms and in a more detailed form in the environment of the Czech Republic. Among other things, the thesis reflects selected historical cases associated with the Communist Party, which led to the development of this concept in the Czech Republic. Individual efforts to legally sanction the Communist Party culminated in 2011 with a request from the Ministry of the Interior for expert opinions. The aim of these assessments was to support the reasoning of the upcoming proposal to suspend the activities of the KSČM. The result of this work is the finding that on the basis of a comparison of general criteria and arguments from expert opinions, the activities of the Communist Party could not be banned or suspended.

This analysis makes it possible to understand how drug market is affected by state interventions, why these interventions often fail or identify benefits of drug legalization. This is followed by description of the most significant economic implications of drug use and their prohibition. Consequently, the next section deals with a brief overview of the history of economic thought regarding...

Džmuráň, Daniel ; Schwarz, Jiří (advisor) ; Mikolášek, Jakub (referee)
Drug abuse is a major contemporary issue that draws attention of scientists as well as of the general public. Attitudes towards drug prohibition, however, differ greatly. On the one hand, the so called prohibitionists emphasize that each country needs to fight drug abuse. Their critics, on the other hand, argue that this approach constitutes baseless interfererence with the free market and personal freedom. In addition, oponents of drug prohibition point out to the various unintended consequences that the prohibition brings along. Author of this text pays a special attention to the concept of these consequences and, as a result, gives a detailed overview of existing research on unintended consequences in the context of drug prohibition. The main goal of this text is to contribute into the discussion on drug prohibition by conducting a specific empirical research that discloses one of the negative consequences of the prohibition - the illegal black market. Being a direct effect of the drug prohibition, the black market increases the availability of drugs to teenagers.
